Despite the workers’ plea for a ban, opponents argue that Rhode Island stands to lose millions in revenue if indoor smoking is prohibited in casinos. Frank Ciccone expressed concerns that banning indoor smoking could drive away customers to neighboring states where indoor smoking is allowed, resulting in financial losses for the state.

In an effort to find a middle ground, Ciccone is working on negotiations with Bally’s to expand non-smoking areas within the casinos, offering a compromise between the two opposing camps.
