The efforts to ban smoking inside Rhode Island’s two casinos will not be moving forward through shareholder action this year. Trinity Health, a non-profit organization with investments in Bally’s Corporation, has decided not to resubmit a proposal asking the company to explore the impact of a smoking ban on its business.
Last year, the initiative gained enough support from shareholders to be reconsidered at Bally’s 2025 annual meeting scheduled for May 15. However, Cathy Rowan, responsible for managing investments at Trinity Health, stated that Bally’s recent acquisition by a New York hedge fund led by Soo Kim, the company’s chairman and largest shareholder, influenced the decision to not proceed. She mentioned that the restructuring made it less likely for a similar proposal to receive the same level of support in a vote.
Trinity Health Shifts Focus to Other Gaming Companies
Although Trinity Health is stepping back from its efforts at Bally’s, it will continue to advocate for smoke-free regulations at other major gaming companies such as Boyd Gaming, Caesars Entertainment, Wynn Resorts, and Penn Entertainment.
A spokesperson from Bally’s mentioned that the company intends to address the issue in its upcoming proxy statement, expected to be released after April 4.
With shareholders unable to take action, anti-smoking advocates are now focusing their efforts on changing the law. Currently, Rhode Island permits casinos to allow smoking despite restrictions in other indoor establishments. Patrick Crowley, leading the Rhode Island AFL-CIO, emphasized the need for state legislators to address this issue and is working towards garnering more support from lawmakers.
House Shows Support for Smoking Ban, Senate Resistance Persists
Support for a smoking ban appears to be gaining momentum in the Rhode Island House of Representatives. Representative Teresa Tanzi introduced legislation that has received crucial backing from House Speaker K. Joseph Shekarchi, who has shown willingness to consider the proposal. Tanzi is optimistic that the bill will receive approval in the current session.
However, the fate of the bill in the Senate remains uncertain. Senator V. Susan Sosnowski introduced a similar bill that initially went to the Finance Committee but has now been transferred to the Labor and Gaming Committee, led by Senator Frank Ciccone. Ciccone has previously opposed a smoking ban, citing a competitive advantage over neighboring states with stricter regulations.
In February, Ciccone engaged with union representatives and public health advocates to explore potential compromises, such as expanding non-smoking areas in casinos. While acknowledging concerns from opponents of the exemption, he believes a complete ban could impact casino revenues. Bally’s has forecasted a potential 10% revenue decline and over 120 job cuts at its Lincoln and Tiverton locations if smoking is prohibited. The company plans to present its financial projections during discussions with lawmakers.
Union leaders remain skeptical of Bally’s claims regarding job losses. Matt Dunham, representing casino workers through Table Game Dealers Laborers Local 711, notes existing staff shortages and believes the company could absorb financial losses without layoffs.

As legislators prepare to deliberate on the new regulations in the coming months, casino workers and anti-smoking advocates are gearing up their efforts through rallies and engagements with lawmakers.
