Norsk Tipping Faces Massive Fine for Mishandling Lottery Draws
Norsk Tipping, the gambling monopoly in Norway, is currently under scrutiny for mishandling lottery draws, leading to a significant advantage for syndicates and clubs. An investigation revealed that these errors have been ongoing since at least 2021, potentially even longer.

This has impacted millions of players over the years. While the company acknowledged the mistake in 2024, it failed to thoroughly investigate the matter, continuing with additional draws.
Atle Hamar, director of Norway’s Lottery and Foundations Authority, highlighted the severity of these errors, stating that all draws conducted by Norsk Tipping have been flawed, resulting in incorrect winners. Hefty Fine Looms Over Norsk Tipping
As a consequence of these violations, Norsk Tipping faces a potential fine of up to NOK 46 million ($4.41 million), representing 0.45% of its turnover. The company has a three-week period to defend its case before the final decision is made by the regulator.
If the fine is imposed, it would mark Norsk Tipping’s second penalty in 2025. Earlier this year, the company was fined for a self-exclusion failure affecting iOS players. Technical issues prevented players from excluding themselves from gambling, a serious offense in the industry.
Past Penalties for Norsk Tipping
In a previous incident in 2024, Norsk Tipping was fined NOK 4.5 million ($430K) for a payment error linked to the KongKasino game. The company mistakenly paid out NOK 25 million due to the error. Moreover, in January 16, 2024, an iOS malfunction in Norsk Tipping’s gaming app hindered players from self-exclusion, resulting in a fine of NOK 36 million ($3.4 million).
