Woodbine Entertainment Settles with AGCO Over Horse-Related Incidents
The Alcohol and Gaming Commission of Ontario (AGCO) has recently reached a settlement with Woodbine Entertainment following an investigation into a series of horse-related incidents that occurred in the second half of 2024.
Multiple Injuries Prompt Investigation
During the period between October 28 and December 15, a total of 19 thoroughbred racehorses suffered injuries while racing and training on Woodbine’s all-weather Tapeta surface. Tragically, ten of these injuries resulted in the euthanasia of the horses.
One particularly concerning day was November 9, when six racehorses experienced breakdowns, with three of them ultimately needing to be put down, according to the AGCO.
Given that the Tapeta surface is typically regarded as one of the safest options for horse racing, the AGCO launched an investigation into the incidents to understand what went wrong.
Insufficient Track Maintenance
After examining the situation, the AGCO determined that Woodbine’s track maintenance practices in 2024 were inadequate. Issues included substandard grooming techniques, inconsistent surface depth measurements, inexperienced maintenance staff, lack of standardized maintenance protocols, and poorly maintained track equipment.
Remediation Measures and Settlement
In response to the investigation, Woodbine Entertainment has agreed to implement several remediation measures, including:
- Independent oversight by two track safety experts
- Establishment of a Track Surfaces Committee
- Board-level oversight of the Track Surfaces Committee
If Woodbine fails to comply with these measures, it could face a CAD 200,000 fine. Additionally, the company will donate CAD 200,000 to support equine aftercare and welfare in Ontario, with funds being split between LongRun Thoroughbred Retirement Society and the Thoroughbred Aftercare Alliance.
Voluntary Commitments by Woodbine
Woodbine Entertainment has also taken additional voluntary steps to improve track safety, including training for its Racing Surfaces team, hiring skilled maintenance specialists, acquiring better maintenance equipment, installing a racetrack surface tester, renovating parts of the track, and updating maintenance protocols.
Meanwhile, the AGCO will be making changes to its Rules of Racing to enhance veterinary oversight, increase scrutiny of horses returning from the vet’s list, and provide new guidance for therapeutic treatments.
