AGCO Fines Great Canadian Entertainment for Alleged Failures to Prevent Minors from Gambling
The Alcohol and Gaming Commission of Ontario (AGCO) recently disclosed that it has imposed penalties totaling CAD 151,000 on Great Canadian Entertainment for purported failures at three of its casinos. The penalties stem from four separate instances where the company’s properties allegedly did not prevent minors from engaging in gambling activities.
Minors Allowed to Gamble at Great Canadian Casinos
Upon investigating the matter, the AGCO discovered four occasions where minors were able to access and gamble at Great Canadian Entertainment’s Toronto-area casinos, including Casino Ajax, Pickering Casino Resort, and Great Canadian Casino Resort Toronto.
According to the AGCO, two of the alleged incidents occurred at Great Canadian Casino Resort Toronto, while the other two properties had one violation each.
AGCO Emphasizes Standards for Ontario Gaming Operators
The AGCO stressed the importance of upholding high standards for gaming operators in Ontario and reiterated its commitment to minimizing gambling-related harm. Operators are mandated to ensure that only individuals of legal age can enter a casino and participate in gambling activities.
To achieve this, the AGCO’s standards require casino employees to possess the necessary competence, skills, experience, and training to effectively carry out their duties. These duties include verifying the identity and age of patrons and preventing underage and self-excluded individuals from gambling.
Appeal Process for Great Canadian Entertainment
Great Canadian Entertainment has the option to appeal the fine imposed by the AGCO. The regulator detailed the monetary penalties for each of the three casinos involved in the alleged violations.
Casino Ajax and Pickering Casino Resort each received fines of CAD 50,000 for violating specific sections of the Registrar Standards. In comparison, Great Canadian Casino Resort was fined CAD 51,000 for breaching sections 3.1 and 3.2 of the standards.
Per Ontario regulations, Great Canadian Entertainment can challenge the monetary penalty through the Licence Appeal Tribunal (LAT), an independent adjudicative body under Tribunals Ontario.

Dr. Karin Schnarr, the CEO and registrar of AGCO, emphasized the obligation of Ontario casino operators to prevent underage gambling and ensure minors are not allowed to access gambling areas or activities.
The AGCO remains committed to monitoring and holding all casino operators accountable for fulfilling this vital responsibility, as reiterated by Dr. Schnarr.
The announcement comes shortly after the AGCO resolved an investigation with Woodbine Entertainment concerning previous incidents related to horse racing.
